It shall be unlawful and a Class 1 misdemeanor for any person to stop, slow or delay a vehicle traveling at any time upon a public street or public parking lot in the city, for the purpose of advertising or promoting any article, merchandise, business, profession, trade or occupation of any nature to the occupants of the vehicle.

Sec. 3-2. Deposit of advertising matter on parked vehicles.

 

(a) It shall be unlawful for any person to place, deposit or leave any handbill, advertising matter, circular or commercial writing of any kind on the outside of any vehicle parked on any of the streets or public parking lots of the city. Any person violating the provisions of this section shall be guilty of a Class 4 misdemeanor.

 

(b) Nothing in subsection (a) shall prohibit the following:

 

(i) Placement of a card, handbill or other document approved by the chief of police upon a vehicle parked in a space reserved for persons with disabilities.

 

(ii) Placement of a card, handbill or other document approved by the director of public works upon a vehicle providing information concerning street sweeping operations or other right-of-way maintenance activities.
