10/24/2007 Adopted - Joe Osso spoke on the issue with respect to the breach of Factory Point. The City Manager and Fred Whitley, City Engineer, provided an update on the status on the permit application for dredging of the channel with the dredged material being placed on Factory Point. Councilwoman Leary asked that John Boone's e-mails from October 19 through October 23 be made a part of the record.
10/24/2007 Presented by Fred Whitley, City Engineer. The City Manager explained that the funding source for this is VDOT and the White Marsh area would not be able to be used for this purpose. The Manager also explained the importance of this road from an economic development standpoint.

Resolution Appropriating $2M from the VDOT Urban Construction Account for Wetlands Mitigation in Connection with the Cmdr. Shepard Boulevard Extension Project.

 

WHEREAS, the Cmdr. Shepard Boulevard Extension project, from Magruder Boulevard to Big Bethel Road, has been in the Citys Community Plan for over a number of years; and

 

WHEREAS, the alignment of the roadway and the major design features were approved by Council several years ago; and

 

WHEREAS, the project will involve the disturbance of the approximately 11 acres of non-tidal wetlands; and

 

WHEREAS, permits have now been secured from state and federal agencies for the disturbance of these non-tidal wetlands, subject to an approval wetlands mitigation plan; and

 

WHEREAS, the state and federal agencies have agreed that this mitigation plan can be in the form of a payment in the amount of approximately $2m to the Virginia Aquatic Resources Trust Fund; and

 

WHEREAS, in order to proceed with Phase 1 of the Cmdr. Shepard Boulevard Extension,

it is necessary that these funds be paid to this Trust Fund in advance of construction; and

 

WHEREAS, these funds are available from the VDOT Urban Construction account into which VDOT has made advance quarterly payments for the project to the City, as part of the First Cities Initiative.

 

NOW, THEREFORE, BE IT RESOLVED that $2m is hereby appropriated from the VDOT Urban Construction account for wetlands mitigation in connection with the Cmdr. Shepard Boulevard Extension project.
