Northampton Area Drainage Studies Engineering Services Project No. 07-036

RESOLUTION APPROPRIATING $75,000 FROM STORM WATER FUND BALANCE FOR STORM WATER STUDIES IN THE NORTHAMPTON AREA AND DESIGNATING THE ENGINEERING CONSULTING FIRM OF THE TECHNICAL SERVICES GROUP TO PERFORM THESE STUDIES.

Whereas, severe storms in the past 2 years have caused overtopping of several storm water facilities in the Northampton area, resulting in street, yard and some garage flooding; and

Whereas, these storm water facilities include a retention pond and a detention pond in the Forest Ridge subdivision, the Farmington Drainage Canal, and the Northampton Drainage Canal; and

Whereas, it is uncertain whether the flooding in this area was due to the extreme rainfall intensity and duration of recent storms exceeding the design capacities of the drainage facilities, or if there is some other cause; and

Whereas, residents in the area have expressed concern about potential worsening impacts to their properties due to overtopping of these drainage facilities in future severe storms; and

Whereas, The Technical Services Group is a local engineering consulting firm that specializes in storm water drainage studies and they have provided the City with a scope of work for analyzing the drainage facilities in this area.

Now, therefore, be it resolved that $75,000 is hereby appropriated from Storm Water Fund Balance for drainage studies in the Northampton area.

Be it further resolved that the engineering consulting firm of The Technical Services Group is hereby designated to provide storm water studies for these drainage studies.

Adopted at the regular meeting of the City Council of the City of Hampton, Virginia held on February 28, 2007.
