Resolution Supporting the Virginia Department of Transportation's Study of an Expansion of the Hampton Roads Bridge Tunnel.

 

RESOLUTION

WHEREAS, the transportation network of Hampton Roads is vital to the region's economy and the quality of life of the area's residents; and

WHEREAS, for thousands of Hampton Roads residents and visitors, the Hampton Roads Bridge Tunnel (HRBT) represents the most direct link between the Southside and the Peninsula for work and recreation; and

WHEREAS, the significant delays caused by the arduous daily congestion at the HRBT negatively impacts the quality of life for thousands of citizens who reside in Hampton Roads; and

WHEREAS, when the HRBT was constructed in 1957, it accommodated 6,000 vehicles per day, but now averages 88,000 vehicles per day, and close to 100,000 vehicles per day during the peak summer months; and

WHEREAS, the City of Hampton has continuously expressed the critical need of including an expansion of the HRBT as part of the regions transportation plan; and

WHEREAS, to date the Metropolitan Planning Organization, the regions transportation planning entity, has not included the HRBT as part of the regions current long range transportation plan; and

WHEREAS, previous studies of the expansion of the HRBT evaluated the project based upon the addition of six new lanes of travel, increasing the HRBT to a total of 10 lanes and causing significant residential and commercial condemnation without consideration of a smaller initial expansion; and

WHEREAS, Delegate Phillip Hamilton (R-Newport News), and Delegate Glenn Oder (R-Newport News) have requested a study of the expansion of the HRBT by the Virginia Department of Transportation, to include an analysis of an additional two and four more lanes of bridge and tunnel capacity;

NOW THEREFORE, BE IT RESOLVED that the Hampton City Council expresses its strong support for this study, and eagerly anticipates its results.

BE IT FURTHER RESOLVED, that the Hampton City Council expresses its gratitude to Delegate Hamilton and Delegate Oder for their continued support for finding a solution to the congestion at the Hampton Roads Bridge Tunnel and to all the members of the Hampton Roads Legislative Delegation who have expressed support for this initiative and for congestion relief at the HRBT over the years.
