Resolution Creating the City of Hampton's Sesquicentennial Committee

RESOLUTION

WHEREAS, the Virginia Sesquicentennial of the American Civil War Commission (the Commission) was created during the 2006 Session of the Virginia General Assembly to commemorate the 150th anniversary of Virginias participation in the American Civil War, for the commemoration period of 2011 through 2015;

WHEREAS, the Commonwealth of Virginia leads the nation as the first state to create a Sesquicentennial Commission and in formally beginning planning for the commemoration;

WHEREAS, Virginia was the central focus of the Civil War in the 1860s and has by far more Civil War sites than any other state, including over 400 that are linked by the Civil War Trails program;

WHEREAS, the story of Virginias participation in the war is statewide and, like every other county, city or town in the Commonwealth, the City of Hampton was affected by the Civil War;

WHEREAS, there are hundreds of Civil War-related sites throughout the state, including Hampton, that can serve to better educate Virginians, and those who visit Virginia, as to the pivotal role the Commonwealth held in the war;

WHEREAS, the Hampton City Council acknowledges that the Commission is firm in its belief and the Council agrees that commemoration activities should be solemn remembrances that are meaningful to, and inclusive of, all Americans and portray a balanced story of Virginias participation in the American Civil War that includes African-Americans, Union, and Confederate perspectives;

WHEREAS, the Commission has asked that each locality form a local sesquicentennial committee to begin planning for the four-year statewide commemoration period; and

WHEREAS, a local Hampton committee should plan events and activities that highlight the City of Hamptons Civil War history and that have importance and meaning to Hampton citizens, as well as support and promote the Commissions signature events.

NOW, THEREFORE, BE IT RESOLVED THAT:

  1. the Hampton City Council does hereby establish the City of Hampton Sesquicentennial Committee;
  2. that the members of the Hampton Sesquicentennial Committee shall be appointed by the Council in a number to be determined by the Council to serve from the date of appointment to the end of the commemoration period set forth above;
  3. that the mission and responsibilities of the Hampton Sesquicentennial Committee shall be consistent with the goals of such local committees as set forth by the Commission and that it shall conduct its activities as an advisory committee to the Council pursuant to such by-laws and governing procedures as it shall develop and Council shall approve.
