Resolution in Recognition of Dr. Charles N. Sapp.

 

 

WHEREAS, Charles N. Sapp was born into a Navy family in Jacksonville, Florida on May 16, 1943, and after attending eight different schools graduated from Key West High School in 1961; and

 

WHEREAS, he earned a Bachelor of Science Degree in Naval Engineering from the U. S. Naval Academy in 1965; and

 

WHEREAS, his subsequent postgraduate education includes a Master of Science Degree in Aeronautical Engineering from the Naval Postgraduate School in 1978, a Master of Arts Degree in National Security and Strategic Studies from the Naval War College in 1985, a Master of Arts Degree in International Relations from Salve Regina University in 1985, and a Ph.D. in Organizational Leadership from Regent University in 2005; and

 

WHEREAS, Lieutenant (junior grade) Sapp received his U. S. Navy Pilot Wings in March 1967; and

 

WHEREAS, he served two tours of duty in Vietnam, in 1969 and 1972-73, where he flew over 340 combat missions and was awarded the Distinguished Flying Cross, five individual action Air Medals and five Navy Commendation Medals; and

 

WHEREAS, Captain Sapp commanded 4,200 employees of the Naval Aviation Depot North Island in San Diego, California, during a period of organizational turbulence resulting from the end of the Cold War; and under his leadership the depot received the USA Today / Rochester Institute of Technology Quality Cup for 1993; and

 

WHEREAS, in 1993 he was a team leader on the National Performance Review, Vice President Al Gores government reform task force, and went on to serve as an advisor to the Deputy Secretary of Defense on Pentagon reform; and

 

WHEREAS, Captain Sapp left the Navy in 1995 after 30 years of honorable service; and

 

WHEREAS, he served as an Examiner for the Malcolm Baldridge National Quality Award program in 1995, as a lead Examiner for the Presidential Quality Award in 1996, 1997, and 1998, and as a management consultant to numerous government agencies, including Army, Navy, NASA and the Bureau of Indian Affairs; and

 

WHEREAS, Dr. Sapp joined the faculty of Regent Universitys undergraduate leadership and management program in 2002 and was soon thereafter appointed Program Director; and

 

WHEREAS, Dr. Sapp was elected to the Hampton City Council in 2004 and has served on the Planning Commission, the Hampton Roads Tunnels Advisory Committee, the Transportation District Commission of Hampton Roads, the Hampton Roads Transportation Authority and the National Aeronautics Support Team and as Council liaison to the Hampton and Fort Monroe Federal Area Development Authorities; and

 

WHEREAS, Charlie is married to the former Marcia Moore of Pensacola, Florida, and they have two children, five grandchildren, and one grand-dog; and

 

WHEREAS, Charlie and Marcia are members of Liberty Baptist Church and the Olde Wythe Neighborhood Association;

 

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hampton, Virginia, that Dr. Charles N. Sapp, be and hereby is, recognized commended for his services to the citizens, Council, and the City of Hampton; and

 

BE IT FURTHER RESOLVED that a copy of this Resolution be spread upon the minutes of the June 18, 2008, City Council of the City of Hampton, Virginia, and that an appropriate copy be signed by the Mayor and attested by the Clerk, and presented to Dr. Charles N. Sapp.
