Resolution Determining eCivis to be the Only Source Practically Available From Which to Procure Software Services for Grant Research and Writing for the Hampton Departments of Public Works and Parks & Recreation and the Hampton Sheriffs Office and Authorizing the Negotiation and Execution of a Service Agreement with eCivis

 

WHEREAS, the Hampton City Council recognizes the public interest in efficiently identifying grant opportunities for the Hampton Departments of Public Works and Parks & Recreation and the Hampton Sheriffs Office;

 

WHEREAS, the Department of Public Works identified a number of projects for which funding either is scarce or unavailable, including implementing recommendations from the Waterways Steering Committee regarding strategies for improving stormwater quantity and quality, waterways maintenance, shoreline protection, and flooding, as well as undertaking other stormwater and departmental projects for increasing safety measures and educational outreach, managing approved grants, and partnering with other departments and/or agencies to fund cooperative initiatives;

 

WHEREAS, the Department of Parks & Recreation seeks the benefits of being able to manage multiple grants simultaneously and to enhance, maintain, and increase park facilities, amenities, programs, and leisure services for which grant funding opportunities are greatly needed;

WHEREAS, the Hampton Sheriffs Department acknowledges the necessity of expanding and enhancing its various operations, including but not limited to improving inmate services and specialized security equipment, improvements for which grants have been identified as the most feasible funding source;

 

WHEREAS, given the short turnaround time often associated with grants, any time minimized in researching opportunities maximizes time available to comply with stringent application criteria;

 

WHEREAS, eCivis offers numerous, unique benefits not otherwise found in one provider, that is, it (1) is a living, breathing database, updated daily with information of current available grants; (2) has federal peer reviewers who specialize in reviewing federal grants, with an 80 percent success rate; (3) allows users to assign projects and interface with other licensed users within the organization to prevent overlap; and (4) has an online grant school with over 200 topics on writing state, federal, and foundation grants, which is beneficial for organizations deficient in training funds but desire to increase the number and capacity of employee grant writers;

 

WHEREAS, other vendors offer one or more of the services eCivis provides, but those services not provided are time consuming and costly to obtain elsewhere;

 

WHEREAS, eCivis offers a reasonable price for its services; and

 

WHEREAS, the Manager of Consolidated Procurement approves this sole source procurement.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Hampton, Virginia as follows:

 

1. That the Service Agreement for procuring software services may be negotiated and awarded to eCivis as a sole source without competitive sealed bidding or competitive negotiation as set forth in Virginia Code 2.2-4303(E);

 

2. That the City Manager or her authorized designee is hereby authorized to negotiate and execute a purchase contract with eCivis; and

 

3.                  That the notice awarding the contract to eCivis shall be posted in a public place pursuant to Virginia Code 2.2-4303(E).
