Downtown Hampton Public Infrastructure Improvements on Franklin Street and Old Hampton Lane

 

A resolution designating Hampton Heritage LLC to construct public infrastructure improvements adjacent to the proposed Hampton Heritage Apartments site in Downtown Hampton

 

Whereas, in accordance with the Downtown Master Plan, public infrastructure improvements were funded in the Capital Improvements budget for the extension of Franklin Street, and for improvements to Old Hampton Lane, including sidewalks, landscaping, lighting and utilities, in the vicinity of the proposed Hampton Heritage apartment project; and

 

Whereas, these public infrastructure improvements have been designed and are now ready for construction; and

 

Whereas, Hampton Heritage LLC is now ready to begin development of the Hampton Heritage Apartments; and

 

Whereas, because of their immediate proximity, the Citys proposed public infrastructure improvements and Hampton Heritage LLCs apartment project site work would best be constructed under the direction of the developers general contractor to ensure proper construction coordination and to avoid interference and damage to work in progress by two general contractors; and

 

Whereas, by combining the public and private site work under the developers general contractor, economics of scale should result in better pricing for the City and the developer, and in a better finished product; and

 

Whereas, the City Engineer would be involved in the review and approval of the developers construction cost for the public infrastructure to ensure competitive pricing and the City staff would inspect the construction to ensure quality workmanship and conformance with City standards.

 

Now, therefore, be it resolved by the City council of the City of Hampton, Virginia, as follows:

 

 

1.                                          That Hampton Heritage, LLC, the developer of the proposed Hampton Heritage Apartments, is hereby designated to construct public infrastructure improvements adjacent to the Hampton Heritage apartments site in Downtown Hampton; and

 

2.                                          That the City Engineer shall verify the developers cost for the public infrastructure to ensure it is competitive with current market pricing in order to protect the public interest.
