Resolution Authorizing the City Manager to Execute a Project Administration Agreement and a City/State Agreement with the Virginia Department of Transportation (VDOT) for the Pine Chapel Road Pedestrian/Bicycle Trail

 

WHEREAS, the City of Hampton prepared a Master Plan for the Newmarket Creek Park and Trail System, from the vicinity of the Power Plant development, crossing I-64, and following the Coliseum Lake and Newmarket Creek waterway to the Air Power Park on Mercury Boulevard; and

 

WHEREAS, a segment of this trail system involves a pedestrian/bicycle trail along the north side of Pine Chapel Road from the Power Plant development to Coliseum Drive; and

 

WHEREAS, in 2007, the City submitted an application to VDOT for Enhancement Grant funding for the Pine Chapel Road Pedestrian/Bicycle Trail and VDOT had authorized an allocation of $100,000 in FY08 for this project; and

 

WHEREAS, staff is prepared to begin the design of the project following the execution of the necessary agreements with VDOT; and

 

WHEREAS, VDOT has prepared a Project Administration Agreement for execution by the City, subject to Council approval granting the City Manager authority to execute the document.

 

NOW, THEREFORE, BE IT RESOLVED that the City Manager is hereby authorized to execute a Project Administration Agreement with the Virginia Department of Transportation for the design and construction administration of the Pine Chapel Road Pedestrian/Bicycle Trail project.

 

BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute any additional documents required for the implementation of this project, including the City/State Agreement with VDOT, once the project design has been completed and bids have been received.
