Resolution Setting Forth Policy for Initiation of City Economic Development Proposals involving City-Owned Property.

 

RESOLUTION

WHEREAS, the City Council acknowledges the significant public interest and its legislative responsibility in promoting the Citys economic health, vitality and well-being;

WHEREAS, the Council seeks to ensure the greatest level of and opportunity for public participation and input in the decision-making processes that guide economic development efforts in the City; and

WHEREAS, Council recognizes its responsibility as an elected body to have as much direct involvement as practicable and as it deems necessary in the planning processes related to economic development, including but not necessarily limited to proposals regarding the disposition and use of real property owned by the City for economic development;

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Hampton, Virginia that it shall be the policy of the City Council that all legislative actions, including but not necessarily limited to property dispositions necessary to accomplish City economic development objectives involving city-owned property, shall originate with and remain under the legislative authority of the City Council, and not that of the Hampton Redevelopment and Housing Authority, the Hampton Industrial Development Authority or any other such duly created political subdivision created by the City, until such time as the Council, on a case by case basis and by duly recorded action reflecting the will of a majority of the Council, elects to proceed otherwise.

Adopted at the regular meeting of the City Council of the City of Hampton, Virginia held on April 12, 2006.
