Fund Appropriation for Fort Monroe Legal and Lobbying Services

 

RESOLUTION

A RESOLUTION APPROPRIATING $100,000 FROM THE GENERAL FUND BALANCE TO THE FEDERAL AREA DEVELOPMENT AUTHORITY (FADA) TO COVER LEGAL AND LOBBYING SERVICES ASSOCIATED WITH THE REUSE OF FORT MONROE.

 

WHEREAS, the 2005 Base Realignment and Closure process resulted in the closure of Fort Monroe; and

 

WHEREAS, the City of Hampton applied for and was awarded a Department of Defense grant in the amount of $540,000 to fund the development of a redevelopment plan, economic diversification study and some staff expenses associated with the redevelopment effort for Fort Monroe; and

 

WHEREAS, the Department of Defense caps legal fees for BRAC communities at $100,000 and does not pay for lobbying services; and

 

WHEREAS, it is anticipated that significant funds will be needed to provide the City of Hampton and the Hampton Federal Area Development Authority the necessary legal and lobbying expertise to successfully transition Fort Monroe to a productive future use; and

 

WHEREAS, the Hampton Federal Area Development Authority is in the process of hiring the necessary legal and lobbying consultants to assist in the Fort Monroe redevelopment effort;

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton appropriates $100,000 from the General Fund Balance to the Hampton Federal Area Development Authority to fund legal and lobbying services for the remainder of the 2006 Fiscal Year;

 

BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or his designee, to take the necessary steps to make this appropriation.
