An Ordinance to Amend and Re-enact Chapter 14, Article I, of the Code of the City of Hampton, Virginia, Entitled, Fire Prevention and Protection, Section 14-10, Service Fees for Emergency Ambulance Transport, to Increase Service Fees and Ground Transportation Mileage Fees.

 

 

BE IT ORDAINED by the City Council of Hampton, Virginia, that the Code of the City of Hampton, Virginia, be amended and re-enacted to read as follows:

 

Sec. 14-10.  Service fees for emergency ambulance transport.

 

(a)   For the purpose of this section, the following terms shall have the meanings given herein:

 

(1)   Basic life support (BLS) means medical treatment or procedures provided to a patient as defined by the National Emergency Medical Services (EMS) Education and Practice Blueprint for the Emergency Medical Technician (EMT)-Basic. 

 

(2)   Advanced life support level 1 (ALS-1) means medical treatment or procedures provided to a patient beyond the scope of an EMT-Basic as

defined by the National EMS Education and Practice Blueprint. 

 

(3)   Advanced life support level 2 (ALS-2) means advanced life support services provided to a patient which includes any of the following medical procedures: manual defibrillation/cardioversion, endotracheal intubation, central venous line, cardiac pacing, chest decompression, surgical airway, or intraosseous line, along with administration of three (3) or more medications. 

 

(4)   Ground transport mileage (GTM) means chargeable mileage assessed in statute mile from the location of the incident scene, or center point of a fire command zone where an incident scene or address is located, to a hospital or other facility where a patient is transported. 

 

(b)   There is hereby levied upon each recipient of emergency ambulance transport service rendered by the city or by any volunteer rescue squad organized in the city a charge as follows:

No fee, pursuant to this section, shall be imposed upon the recipient of emergency ambulance transport service provided by a volunteer rescue squad organized in the City unless and until a written memorandum of understanding between the volunteer rescue squad and the City agreeing to such assessment is approved by the City Attorney and filed with the Clerk of Council.

 

(c)   The Fire Chief is hereby authorized and directed to establish rules and regulations for the administration of the charges imposed by this section, including, but not limited to, waiver of applicable insurance co-payments and/or deductibles for City residents and payment standards for those persons who demonstrate economic hardship, to the extent permitted by applicable law.

This ordinance shall be effective and the charges applied to billings made by the City of Hampton, Virginia on and after July 1, 2009.
