Resolution Authorizing the City Manager or his Designee to Execute an Agreement Between the City of Hampton Division of Fire & Rescue and the Faculty of the Weldon Cooper Center for Public Service.

 

WHEREAS, Hampton Fire & Rescue, partnering with the faculty of the Weldon Cooper Center for Public Service, will take the City of Hampton confidently into the future with a proactive approach to change both inside the organization and outside in the community;

WHEREAS, the Weldon Cooper Center for Public Service, associated with and housed at the University of Virginia in Charlottesville, Virginia is the only facility to provide the LEAD Program; and,

WHEREAS, the Fire Chief, Deputy Chief, and three Captains of Hampton Fire and Rescue have taken this course and deemed it an invaluable tool to guide the future leaders of Hampton Fire and Rescue; and,

WHEREAS, Hampton Fire & Rescue has committed to a June 2008 Leadership Development seminar for its Captains and Battalions Chiefs, which is outlined in the 2008-2010 Strategic Plan, and has a need to partner with the faculty of the Weldon Cooper Center for Public Service to promote an integrated approach to professional development and leadership for those leaders of Hampton Fire & Rescue;

WHEREAS, the faculty of the Weldon Cooper Center for Public Service is committed to serve the people of the Commonwealth and, thus, partner with Hampton Fire & Rescue to promote excellent leadership and to acknowledge change inside and outside the organization;

WHEREAS, the citizens of the City of Hampton are demanding a more caring, responsive government and the faculty of the Weldon Cooper Center for Public Service will provide the tools necessary to strengthen Hampton Fire & Rescue by building trust and a strong working relationship among the participants with a focus on leadership; and,

WHEREAS, the cost of the program per person is $2,520 and sending 24 participants to attend the program in Charlottesville would cost the City $60,480 plus transportation costs; and,

WHEREAS, the cost of bringing the faculty of the Weldon Cooper Center for Public Service to the City of Hampton will reduce the cost to $30,565 for the same 24 participants which determines the cost of the program to be fair and reasonable.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HAMPTON, VIRGINIA that the City Manager or his designee is hereby authorized to execute an agreement between the City of Hampton Fire & Rescue and the faculty of the Weldon Cooper Center for Public Service for a period of three (3) years commencing May 28, 2008, to build the leadership potential for Hampton Fire & Rescues management and guide them into changes for the future of Hampton Fire and Rescue and the City of Hampton.

Adopted at the regular meeting of the City Council of the City of Hampton, Virginia held on May 28, 2008.
