Resolution in support of the Virginia First Cities 2006 Legislative Agenda

 

RESOLUTION

WHEREAS, the Virginia First Cities organization was established in 1998 to address the needs of Virginias older, core cities and promoting those needs in the Virginia state government; and

WHEREAS, as the oldest city in the Commonwealth, the City of Hampton endorsed the efforts of Virginia First Cities and joined the organization in 2000; and

WHEREAS, Virginia First Cities represents older, central cities which are home to a disproportionately high segment of the Commonwealths lower income residents who have a greater need for public services; and

WHEREAS, Virginia First Cities represents also the infrastructure and human resources vital for the Commonwealths economic health and expansion; and

WHEREAS, Virginia First Cities has been instrumental in developing and advocating legislation that addresses those needs; and

WHEREAS, the Virginia First Cities legislative agenda for 2006 calls for:

I. a realignment of state policies and funding formulas to reduce disproportionate economic, fiscal and demographic stresses and disparities on Virginias fiscally stressed cities;

II. full state funding of the Commonwealths responsibilities for the education of all students, for public safety, human services and transportation;

III. active promotion of conditions within the Commonwealth to encourage the economic health of cities through employment, neighborhood redevelopment and revitalization of commercial areas; and

IV. maintenance of existing local taxing authority.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton finds the 2006 legislative agenda of Virginia First Cities to be consistent with the priorities and needs of the city; and ;

BE IT FURTHER RESOLVED that the City Council of the city of Hampton endorses the 2006 legislative agenda of Virginia First Cities.

Adopted at the regular meeting of the City Council of the City of Hampton, Virginia held on February 8, 2006.
