Resolution establishing policy for enhancements of transit stops within the City of Hampton



WHEREAS, transit stops within the City of Hamptons public rights-of-way are integral parts of our neighborhoods and commercial districts; and

WHEREAS, the appearance of transit stops has an impact on both the properties in the vicinity of the transit stop and on the transit system riders; and

WHEREAS, it is the City of Hamptons desire to improve the appearance of public spaces throughout the city with an emphasis on the areas with completed master plans; and

WHEREAS, Hampton Roads Transit lacks the resources to make improvements to transit stops within the City of Hampton;


The City of Hampton adopts the following policy for enhancing transit stops throughout the city:

1.      The Public Works Department shall be responsible for implementation of this policy as part of their overall responsibility for maintenance of all public rights-of-way within the City of Hampton.


2.      Working with Hampton Roads Transit, a comprehensive list of all transit stops with their associated ridership numbers shall be established and updated annually for the City of Hampton.


3.      Enhancements shall be prioritized based on high visibility and shall be appropriate for the ridership associated with the transit stop.


4.      Emphasis shall be placed on enhancements to transit stops within master planned areas.


5.      Transit stop enhancements shall be incorporated into Capital Improvement Projects (CIP) that include streetscape improvements where ever possible.


6.      Neighborhood groups shall be encouraged to use Neighborhood Development Funds (NDF) for transit stop enhancements within their neighborhoods.


7.      Virginia Department of Transportation Urban Maintenance funding may be used for transit stop enhancements to supplement CIP and NDF funding to ensure a total investment of $50,000 is made in transit stop enhancements on an annual basis.


8.      HRT shall be encouraged to continue to seek out funding for transit stop enhancements that does not include advertising.
