Resolution Determining Airline Hydraulics Corporation to be the Only Source Practicably Available from which to Procure Hydraulic Cylinders, Pumps and Corresponding Repair Service and Parts for the Hampton Department of public Works and Authorizing the Negotiation and Execution of a Purchase Contract with Airline Hydraulics.

 

 

WHEREAS the Hampton City Council recognizes the public interest in providing refuse management through Hamptons Steam Plant, a division of the Department of Public Works;

 

WHEREAS the Hampton City Council recognizes that the Steam Plant, as one of only five waste combustion facilities operating in the Commonwealth of Virginia, uses and maintains equipment which is unique;

WHEREAS the Steam Plant maintains sixteen hydraulic cylinders and four pumps which are vital to its operation;

 

WHEREAS the Steam Plant is attempting to maintain uniform equipment and inventory so that less inventory of replacement parts is needed thus keeping operating costs down;

 

WHEREAS it is cost-effective to use the entity that manufactured the equipment to provide parts and repairs in the industry and in this instance;

 

WHEREAS Airline Hydraulics, the manufacturer of needed Hanna Hydraulic Cylinders and BOSCH/Racine Hydraulic Pumps, has offered a reasonable price for the cylinders, parts, and repairs;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Hampton, Virginia as follows:

 

1. That the contract for procuring the parts and repairs described above may be negotiated and awarded to Airline Hydraulics as a sole source without competitive sealed bidding or competitive negotiation as set forth in Virginia Code 2.2-4303(E);

 

2. That the City Manager or his authorized designee is hereby authorized to negotiate and execute a purchase contract with Airline Hydraulics; and

 

3. That the notice awarding the contract to Airline Hydraulics shall be posted in a public place pursuant to Virginia Code 2.2-4303(E).
