RESOLUTION

RESOLUTION ENDORSING THE USE OF THE CITY-OWNED PROPERTY BOUNDED BY EASTERLY AVENUE, GREEN STREET, BETHEL AVENUE AND

THE FORMER EASTERLY AVENUE LANDFILL SITE FOR AN INDOOR SPORTS FACILITY AND AUTHORIZING THE CITY MANAGER TO NEGOTIATE A DEVELOPMENT AGREEMENT WITH MARCELLUS BOO WILLIAMS FOR THE CONSTRUCTION OF THIS FACILITY AND THE RELATED SITE IMPROVEMENTS

 

WHEREAS, for a number of years, Marcellus Boo Williams has overseen a successful AAU basketball program which has brought many basketball tournaments to the region, resulting in significant revenue from visitors; and

 

WHEREAS, the lack of an adequate indoor sports facility in the city for hosting these AAU basketball tournaments and other events has been an impediment to the growth of the program; and

 

WHEREAS, the Council had previously endorsed the concept of partnering with Boo Williams in the development of an indoor sports facility as an economic development and recreational asset; and

 

WHEREAS, Boo Williams organization has proposed to construct, manage and operate the indoor sports facility and the City has been asked to provide the property and the site improvements, including parking, lighting and landscaping around the facility; and

 

WHEREAS, the City staff has considered a number of sites for this indoor sports facility, including Armistead Pointe, Thomas Eaton Middle School, Cooper Elementary School, Lindsay Middle School and the vacant property along Easterly Avenue; and

 

WHEREAS, the City-owned property along Easterly Avenue has been determined to be the preferred site for this facility, considering the size of the site, the availability of infrastructure, the proximity to a major arterial street and the general support of the neighborhood; and

 

WHEREAS, by endorsing a site for the indoor sports facility, the developer and the staff can proceed with further planning and programming for the facility and the related site development, and the staff can provide a detailed estimate of the site improvements costs for Council consideration of an appropriation of capital improvement funds.

 

NOW, THEREFORE, BE IT RESOLVED that Council hereby endorses the use of the City-owned property, bounded by Easterly Avenue, Green Street, Bethel Avenue and the former landfill for an indoor sports facility.

 

BE IT FURTHER RESOLVED that the City Manager is authorized to negotiate a Development Agreement with Marcellus Boo Williams for the construction of the sports facility and the related site work, subject to final approval by Council of terms of the Development Agreement, including any necessary appropriations for capital improvements related to this project.
