Resolution in Recognition of Thomas H. Townsend

 

RESOLUTION

WHEREAS, Thomas H. Townsend was raised in Hampton, Virginia; and

 

WHEREAS, in 1967, he graduated from Hampton High School; and

 

WHEREAS, in 1978, he earned a Bachelor of Arts Degree in Political Science from the then Christopher Newport College; and

 

WHEREAS, Thomas H. Townsend joined the Hampton Police Division on January 18, 1974; and

 

WHEREAS, in 1982, he earned a Masters Degree in Public Administration from Old Dominion University; and

 

WHEREAS, he graduated from the FBI National Academy at Quantico, Virginia during the 167th Session held in 1991; and

 

WHEREAS, he has participated in hundreds of hours of specialized police training; and

 

WHEREAS, in 1977, he was promoted to Corporal, in 1984 to Sergeant, in 1989 to Lieutenant, in 1994 to Captain and in 1996 to Major; and

 

WHEREAS, in addition to patrol, Townsends early duties included traffic and criminal investigation, as well as an assignment to the then Planning and Analysis Unit where he was involved in a variety of administrative duties including research, grant writing, and budgeting; and

 

WHEREAS, Townsend served as a member of the Special Weapons and Tactical Team, a Patrol Sergeant, a Crime Analysis Unit Supervisor and a Crime Line Coordinator; and

 

WHEREAS, in 1993, Townsend was awarded the Police Divisions Meritorious Service Award for distinguished service and holds the departments Legion of Honor awarded for felonious injuries suffered in the line of duty; and

 

WHEREAS, Thomas H. Townsend served as Hamptons Police Chief from 2000 until his retirement in December of 2004; and

 

WHEREAS, in October of 2012, he came out of retirement to serve as Hamptons Acting Police Chief, a job he initially thought would be short-lived but which became a nearly year-long commitment; and

 

WHEREAS, as Interim Police Chief, Townsend provided critical, stabilizing leadership to the Hampton Police Division; and

 

WHEREAS, Chief Townsend worked tirelessly to focus the Divisions efforts to actively reengage with the citizens around community-based policing; and

 

WHEREAS, Chief Townsend was instrumental in developing a swift and immediate response to an escalation in gun violence with a series of strategies known as the Safe and Clean campaign; and

 

WHEREAS, no words or recognition could ever fully capture the deep appreciation of this very grateful Council, City Administration, Police Division and community.

 

NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Hampton, Virginia, that the current police department training room located within the Pat G. Minetti Public Safety Building at 40 Lincoln Street in Hampton from this day forward be named and known as the Thomas H. Townsend Training Room, to be recognized with appropriate signage.

 

BE IT FURTHER RESOLVED that Thomas H. Townsend be presented with the Distinguished Citizens Medal, which is the highest honor which can be bestowed by the Hampton City Council, and that a copy of this Resolution be spread upon the minutes of the October 9, 2013, City Council meeting of the City of Hampton, Virginia, and that an appropriate copy be signed by the Mayor, attested by the Clerk and presented to Thomas H. Townsend.

 

Adopted at the regular meeting of the City Council of the City of Hampton, Virginia held on October 9, 2013.
