Resolution Determining John Quarstein To Be The Only Source Practicably Available From Which To Procure Specialized Hampton Historian Services And Authorizing The Negotiation And Execution Of a Service Contract With John Quarstein

 

WHEREAS, the City has expressed its commitment to the preservation, celebration and interpretation of Hampton History in numerous ways, including but not necessarily limited to creation and funding of the Hampton History Museum, and the City Council of the City of Hampton recognizes that this commitment is in the best interest of the City;

 

WHEREAS, the City seeks to further enhance and promote the celebration and appreciation of Hampton history;

 

WHEREAS, John Quarstein is an award winning historian, preservationist and author whose knowledge of the history of the Virginia Peninsula generally and of Hampton in particular is unparalleled;

 

WHEREAS, John Quarsteins recent retirement as director of the Virginia War Museum now renders him available to offer his services in support of the programming and other needs of the Hampton History Museum, and Quarstein so desires to offer those services, as more fully described in the attached proposed agreement, at a price that the City Manager has determined is fair and reasonable.

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Hampton, Virginia as follows:

 

1. That the contract for procuring for the services of John Quarstein as City of Hampton historian may be negotiated and awarded to John Quarstein as a sole source without competitive sealed bidding or competitive negotiation as set forth in Virginia Code Section 2.2-4303.E;

 

2. That the City Manager or his authorized designee is hereby authorized to negotiate and execute a contract for the procurement of Quarsteins services; and

 

3. That the notice awarding the contract to John Quarstein shall be posted in a public place as required by Virginia Code Section 2.2-4303.E.
