Resolution - In Recognition of Rhet Tignor




WHEREAS, Rhet Tignor was born in Brooklyn, New York and was raised in Watertown, Connecticut; and


WHEREAS, Mr. Tignor earned a Bachelor of Science degree in Business Management from Hampton University and a Master of Science in Administration from George Washington University, with a concentration in Industrial Personnel Management; and


WHEREAS, Rhet Tignor enlisted in 1956 for military service, was commissioned in 1961 and served in Panama, the Philippines, Europe, the Republic of Viet Nam and the United States; and


WHEREAS, he retired in 1977 as a Regular Officer in the United States Air Force; and


WHEREAS, for a decade prior to his election as a Council Member for the City of Hampton, he served on various commissions and boards as a citizen volunteer; and


WHEREAS, Mr. Tignor volunteered with the CONTACT Peninsula hotline for twenty-four years; was a Charter Member and President of the Downtown Hampton Kiwanis Club; was a member of the Fox Hill Civic and Athletic Associations; and served as Past Commodore of the Old Point Comfort Yacht Club; and


WHEREAS, Rhet Tignor has been a member of the Hampton City Council since July 1, 2000; and


WHEREAS, Mr. Tignor holds a variety of memberships and affiliations, including the Governors Urban Policy Task Force; Executive Committee of the Virginia Municipal League; founding Vice Chairman of the Virginia First Cities Coalition, and later Chairman; Vice Chairman of the Hampton Roads Regional Jail Board of Directors; Citizen Advisory Board Member of the Hampton Correctional Facility; Board Member of the United Way of the Virginia Peninsula; Board Member of the Office of Human Affairs; Board Member of the Downtown Hampton Child Development Center; Member of the Hampton Finance Committee; and a contributing Gold Life Member of the NAACP; and


WHEREAS, for the past seven years, Mr. Tignor has been a positive influence on the Hampton City Council; and


WHEREAS, with a sincere desire to best serve the citizens of Hampton, Rhet Tignor always studied all of the information provided, carefully considered the facts and put much thought into each vote; and


WHEREAS, Mr. Tignor recently retired as Owner of Rhet Tignor Business Forms Company, a firm that specialized in industrial and commercial printing design and delivery; and


WHEREAS, after his retirement from Council, he will have more time to spend with his wife, Cathy, their children, grandchildren and friends; and


WHEREAS, as stated by a Daily Press Editorial after his announcement, Rhet Tignors time on the City Council was not a stepping stone to a more prestigious post, never a means to advance a particular agenda, but a service to the city he loved and the people who live there;


NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hampton, Virginia, that Rhet Tignor be, and hereby is, recognized and commended for his commitment to the Hampton City Council, the citizens of the City of Hampton and the Commonwealth of Virginia; and


BE IT FURTHER RESOLVED that a copy of this Resolution be spread upon the minutes of the September 26, 2007 minutes of the City Council of the City of Hampton, Virginia, and that an appropriate copy be signed by the Mayor, attested by the Clerk, and presented to Rhet Tignor.
