ЊЊЊ––––––џџџџ  M E M O R A N D U M TO: Mayor and Council Members FROM: Jesse Wallace, City Manager SUBJECT: Agenda Management DATE: July 5, 2007 ________________________________________________________________________ Following up on Council’s agenda management workshop of June 13th, staff has met and carefully considered ways the administration may exercise its responsibility to develop the council agenda to meet council’s express expectation that it use its meeting time in the most efficient yet effective manner, respecting the dictates of the law as to what it may and may not delegate. First, I plan to handle City approval of land acquisitions at the City Manager level following appropriate confirmation that the purchase supports or furthers projects or developments previously approved by council either by specific resolution or by supporting appropriation in the council-approved budget. I will report these acquisitions quarterly. Similarly, contracts for which staff demonstrates a council-approved appropriation or funding source will be approved at the department or manager level, depending on dollar amount and the dictates of the Virginia Public Procurement Act. Beginning with code amendments that we will prepare for the August 20 agenda, I will ask you to repeal self-imposed council roles in non-land use approvals, permitting and licensing. Examples of such items include, but are not be limited to, delegation to the City Manager of responsibility for development and amendment of the City personnel policies manual (leaving to council only the responsibility to dictate that the manager do so in accordance with the mandates of state law); and repeal of the requirement of council approval in the process for legal operation of taxi cabs in the city. Also, in keeping with the sentiments expressed in your workshop, I plan to limit employee/department recognitions, awards and proclamations on the council agenda to those involving national recognition, and will attempt to involve council members and the mayor in department level recognition of other employee/department accomplishments. Note too that I suggest that briefings and presentations presently sought by individual council members and not initiated or contemplated by the manager, be supported in advance by at least [one/two?] additional council member(s) on matters that would otherwise constitute new or old business agenda items. Finally, and again as a general matter, you can expect that I will prepare and plan each agenda with heightened vigilance for including only those matters for which I can readily identify a specific council initiative and with a view toward insuring, as I have always strived to do, that you have the information you need to take the best-informed legislative action and to make equally well-informed policy decisions.
