Assessment Increase: Total assessed value of real property, excluding additional assessments due to new construction or improvements to property, exceeds last year’s total assessed value of real property by 9.29 percent. Lowered Rate Necessary to Offset Increased Assessment: The tax rate which would levy the same amount of real estate tax as last year, when multiplied by the new total assessed value of real estate with the exclusions mentioned above, would be $1.10 per $100 assessed value. This rate will be known as the “lowered tax rate.” Effective Rate Increase: The City of Hampton, Virginia proposes to adopt a tax rate of $1.20 per $100 assessed value. The difference between the lowered tax rate and the proposed rate would be $.10 per $100 or 8.33 percent. This difference will be known as the “effective tax rate increase.” However, the City Manager’s recommended budget proposes lowering the tax rate to $1.17 per $100 assessed value. If the City of Hampton, Virginia adopts the tax rate of $1.17 per $100 assessed value, the difference between the lowered tax rate and the proposed rate would be $.07 per $100 or 5.98 percent. This notice proposes a tax rate of $1.20 per $100 of assessed value in order to meet legal notice requirements in the event the City Council seeks to adopt a rate higher than that recommended by the City Manager. Individual property taxes may, however, increase at a percentage greater than or less than the above percentage. Proposed Total Budget Increase: Based on the proposed real property tax rate and changes in other revenues, the total budget of the City of Hampton, Virginia will exceed last year’s by 8.04 percent. A public hearing on the increase will be held on April 26, 2006 at 7:30 p.m., in the Council Chambers, Eighth Floor, City Hall, 22 Lincoln Street, Hampton, Virginia. A special meeting will be held on May 3, 2006 at 7:30 p.m., and a second and final approval will be held on Wednesday, May 10, 2005 at 7:30 p.m., in the Council Chambers, Eighth Floor, City Hall, 22 Lincoln Street, Hampton, Virginia. All hearings shall be open to the public. The governing body shall permit persons desiring to be heard an opportunity to present oral testimony and has established a three (3) minute time limit per speaker. The provisions of this section shall not be applicable to the assessment of public service corporation property by the State Corporation Commission. Notwithstanding other provisions of general or special law, the tax rate for taxes due on or before June 30 of each year, may be fixed on or before April 15 of that tax year.
