  Vice Mayor Spencer was not present for roll call but arrived just after closed session was convened.

ACTION: Approved - a legal briefing regarding the rezoning on Semple Farm Road was added to the afternoon closed session.

08-0420to discuss the acquisition of real property for a public purpose in the Downtown Hampton, Kecoughtan Road and Shell Road areas where the discussion in an open meeting would adversely affect the bargaining position or the negotiating strategy of City Council.

08-0463to discuss personnel and processes involving land development.

08-0427to consider the appointment of individuals to the Hampton Federal Area Development Authority.

08-0460to discuss an appointment to the Finance Committee.

Regional Issues
  Councilman Gilliland shared that he and Councilman Washington attended Secretary Homer's briefing on Hampton Roads Bridge Tunnel alternatives this morning. Elizabeth Kersey will share information from the presentation.

Councilwoman Leary indicated that several members of Council attended the Virginia Muncipal League Conference in Norfolk. She received an award designating her as a Certified Local Government Official of the Virginia Elected Officials Leadership Academy.

Councilman Washington gave a brief report on the recent trip to Korea where, among other activities, they visited two businesses and the incubator.
