Call to Order
  Councilman Kearney and Vice Mayor Spencer had previously notified the Mayor that they would be late arriving to the afternoon session. Vice Mayor Spencer arrived at 1:35 p.m. Councilman Kearney arrived at 2:45 p.m. and Councilwoman Leary arrived just thereafter.

ACTION: Presented by Elizabeth Kersey, Director of Intergovernmental Affairs, with additional information on the proposed Charter change presented by Cynthia Hudson, City Attorney.

ACTION: Presented by John Eagle, Assistant City Manager. Dr. Jesse Hughes of the Finance Committee also presented information.
3.09-0481Overview of Hampton Redevelopment and Housing Authority- Owned Real Estate
ACTION: Presented by Frank Lofurno, the Director of the Hampton Redevelopment and Housing Authority, and Philip Page, Development Manager.

ACTION: Presented by James Eason, Director of Economic Development.
Regional Issues
  Councilman Washington reported on the National League of Cities Conference held in San Antonio, Texas last week. He attended on Hampton's behalf. Hampton was recognized for its IT Program and was given the Digital Cities award for eighth place in our size category.

09-0474to discuss the disposition of public property in the Coliseum Central area where the discussion in an open meeting would adversely affect the bargaining position or the negotiating strategy of the City.
