Call to Order
  Mayor Ward called the meeting to order at 1:03 p.m. All members of City Council were present.

1.13-0084Fiscal Year 2014 Operating Budget Update
ACTION: Presented by Mary Bunting, City Manager.
2.13-0092Discussion of Telephone Comments by the Disabled During City Council Meetings
ACTION: Presented by Councilman Tuck. He asked that Council consider allowing disabled citizens to call in to City Council meetings. Councilman Stuart suggested that the matter be refered to the Mayor's Committee for People with Disabilities to study. Councilman Moffett suggested a technical review by the City's television station and that perhaps people could send their comments to the Clerk of Council to read into the record.

ACTION: Presented by Mary Bunting, City Manager.
Regional Issues
  Mayor Ward shared information on a recent opportunity she had to attend The Mayors' Institute on City Design last week in New Orleans. She was invited along with mayors from seven other cities and this was at no expense to the taxpayer.

Councilman Tuck stated that he attended a meeting last night where one of the topics was the status of the former Virginia School for the Deaf and Blind. He expressed concerns about the appearance of the grounds. Ms. Bunting responded that City staff is already looking into the 50 acres owned by the City but there is another 25 acres that is owned by the state.
