1.08-0017Briefing on the Zoning Ordinance Re-Write Project
ACTION: Presented by Terry P. O'Neill, Planning Director, and Stephanie Mertig, Senior City Planner.
2.08-0022Overview of Historic Districts and Resources
ACTION: Presented by Mike Canty, Director, School/Community Investments, and Jill Dowling of the Ottery Group. Camille Brown, Department of Historic Resources, also provided information.
3.08-0026Update on Recent Community Budget Sessions.

Regional Issues
  Vice Mayor Gilliland reported on the recent Hampton Roads Planning District Commission meeting and an upcoming retreat.

Councilman Sapp reported on the recent Hampton Roads Transportation Authority meeting. He shared that there are bills which have been submitted which would include the Hampton Roads Bridge Tunnel as part of the package of projects.
New Business
  Mr. Wallace indicated that the third amendment to the Collins agreement has been signed.

Mayor Kearney reported that he recently discovered a problem with the City's policy on curb and guttering and the Manager will be formulating a new policy.

Councilwoman Leary spoke about disabled veterans who have difficulty getting their trash and recyclables to the curb.

Councilwoman Leary asked that the issue of lighting in Mill Point Park be on the February agenda.

08-0023to discuss the acquisition of property in the Kecoughtan corridor where discussion in an open meeting would adversely affect the City's negotiating strategy or bargaining position.

08-0034to discuss the location of a prospective business in Hampton where no previous announcement has been made.

5.08-0004Resolution Certifying Closed Session
ACTION: Adopted

MOVER: Councilmember Angela Lee Leary.
SECONDER: Councilmember Joseph H. Spencer, II.
  Council briefly reconvened following certification of the closed session. The City Manager failed to mention earlier that if the Wilsondale rezoning is approved on second reading on February 13th, Mr. Wilson will only have two days to file the paperwork for a revitalization zone. He sought Council's permission to begin preparation of the paperwork if the item passes on first reading tonight so that, if passed on second reading, the paperwork will be ready. Council had no objection to the Manager's request.
