Call to Order
Mayor Ward called the meeting to order at 1:01 p.m. and all members of City Council were present.
Presentation of Hampton-Newport News Community Service Board (CSB) in Support of Request for City Council Authorization for CSB to Incur Certain Borrowing Obligations
Presented by Chuck Hall, Executive Director of the Hampton-Newport News Community Services Board. He also introduced Natlie Ward, Deputy Director; Nona Hilton, Chief Financial Officer; and Alan Perkins, their CPA.
Staff Briefing on Rezoning Application No. 1310-2013 and Conditional Privilege No. 135-2013
Presented by Donald Whipple. It was the consensus of Council to send this matter back to the Planning Commission. The Mayor will announce this at the 6 p.m. session and again at the beginning of the 7 p.m. session in an effort to not inconvenience those wishing to speak at the public hearing.
Waterways Management Monthly Report
Presented by Weston Young, Senior Civil Engineer, Stormwater Project Manager.
Discussion of Chapter 2, Article 4, Section 2-134 Pertaining to Gifts to the City
Council briefly discussed this item. Councilman Tuck indicated he wanted this on the agenda as he knew the question was still out there. The City Manager indicated that a proposed ordinance amendment is on the evening agenda.
Discussion of Councilmembers' Agenda Items
Presented by Vice Mayor Wallace who indicated that putting an item on the agenda should require the same consideration that is given to calling a special meeting. There was some discussion that it might be better to require two Council members to concur to place an item on the agenda as opposed to three.
Councilman Tuck brought up a recent communication from the City Manager regarding Sister Cities where Council was asked to accede to funding for the Vice Mayor, Economic Development Director and an arts troop with a chaperone to take a trip to South Korea. He questioned how a person was to know if a majority was in favor or if a majority was opposed.
Ms. Bunting responded by giving information on the trip to Anyang, South Korea, one of Hampton's sister cities where a delegation from Hampton has been invited to celebrate their 40th anniversary. All meals and lodging for the delegation will be covered by Anyang with Hampton being responsible for airfare only. Vice Mayor Wallace stated that he had offered to pay for his own airfare. Ms. Bunting stated that she felt it was important for Hampton to attend if we are to maintain the relationship and its focus on economic development and education. Ms. Bunting received no phone calls in opposition to the proposal.
