18.08-0256Resolution Initiating Consideration of Amendment to Section 5-1 of the Zoning Ordinance to Allow Churches with an Assembly Area capacity of 700 People on a Residential Street.
ACTION: Council heard a presentation from Bethel A.M.E. Church requesting consideration of an amendment to the Zoning Ordinance. The presentation was made by Lawrence G. Cumming, Esq. Rev. André P. Jefferson, Sr. also addressed Council. Council heard from an additional 18 speakers on this item.

ACTION: Moved to adopt the resolution. The motion died for lack of a second.

Audiences Granted to the General Public
  Gerri Hollins spoke on the Contraband Historical Committee and volunteered their services to the City. Dr. Theodore Rieff thanked Mayor and Councilwoman Leary for their help with his issues with assessments. Hugh Bassette spoke about his unhappiness with the assessed values in his neighborhood. Frank J. Ottofaro spoke about the taking of his property of Pine Chapel Road.
Miscellaneous New Business
29.08-0277Motion to approve the 2008 Addendums to the Employment Contracts of the City Manager, City Attorney and Clerk of Council.

  Councilwoman Leary shared a request made by a senior citizen. The request was to raise the income threshold for seniors to be able to apply for real estate tax relief. She asked that the City Attorney respond as to whether an ordinance change is necessary to accomplish this.

Councilman Clary and Councilman Sapp shared final comments at the conclusion of their terms on City Council.

Mayor Kearney shared some comments on the occasion of his last meeting as Mayor of the City of Hampton. He also thanked the staff of the Clerk's Office, the City Manager and his staff, and the City Attorney for their efforts.
