	1.	09-0182	Council Work Session on Fiscal Year 2010 Budget
			ACTION: Presented by City Manager, Jesse T. Wallace, Jr. Assistant City Manager, Mary Bunting, made a presentation on stimulus funds. Elizabeth Kersey, Director of Intergovernmental Affairs, provided additional information with respect to stimulus funds on Commander Shepard Boulevard and also for resurfacing of Mercury Boulevard. Budget Director, Chris Snead, also made a presentation on the budget. Karl Daugherty, Finance Director, provided information on the Health Insurance Fund, a separate bookkeeping fund, that is merged back into the General Fund at year end.

Closed Meeting

		09-0190	Closed session as provided in Virginia Code Section 2.2-3711.A.1 and .19 to discuss a personnel matter involving the Clerk of Council's office and to discuss reports or plans related to the security of certain city facilities and the safety of persons using those facilities.
			ACTION: Approved MOVER: Councilmember Paige V. Washington. SECONDER: Councilmember Ross A. Kearney, II.

	2.	09-0191	Resolution Certifying Closed Session
			ACTION: Adopted MOVER: Councilmember Ross A. Kearney, II. SECONDER: Councilmember Joseph H. Spencer, II.

	3.	09-0194	Closed session as provided in Virginia Code Section 2.2-3711.A.3 and .4 to discuss the disposition of publicly held real property in the Buckroe area, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City and to discuss personal matters involving individuals to protect their privacy in matters not related to public business.
