Call to Order
  Mayor Kearney indicated that Councilman Washington e-mailed that he couldn't be in attendance at this meeting due to medical appointments.

Mayor Kearney welcomed Hampton University students who were attending the meeting.

ACTION: Presented by Councilman Sapp and Councilman Spencer.
ACTION: Moved to accept the information contained in the April 2, 2008, memo from Councilman Sapp and Councilman Spencer as the basis for a policy.

Regional Issues
  Councilman Sapp briefly reported on a meeting on transportation held at VMASC by the Hampton Roads Caucus which several members of Council and staff recently attended.

Mayor Kearney also reported on the public meeting on transportation which was hosted by Hampton on April 2, 2008.
New Business
  The City Manager called upon Fred Whitley, City Engineer, to update Council on the project management aspect with respect to the magnolia trees which were recently removed in the Buckroe area. Jim Wilson, Director of Parks and Recreation, also provided information with respect to the landscape plan for the park. Councilman Sapp suggested that the community may want to get involved in offsetting the cost of getting larger trees by doing fundraising and sponsorship.

Councilwoman Leary brought up several areas of citizen concern.
