1.07-0218Council Discussion of Desired Skill Set for Citizen Appointments to the Hampton Redevelopment and Housing Authority.
ACTION: Council discussed the desired skill set to be utilized in selecting citizen commissioners for the Hampton Redevelopment and Housing Authority. Councilwoman Leary presented additional information.
ACTION: Moved to proceed with the City Manager's recommendation.

MOVER: Councilmember Angela Lee Leary.
SECONDER: Vice Mayor Randall A. Gilliland.
ACTION: Moved to appoint Councilwoman Leary and Councilman Sapp as the selection subcommittee to serve with staff.

2.07-0224Discussion of Legally Mandated City Council Action Items
ACTION: Presented by Councilman Sapp. Following a discussion by Council, it was decided that this matter along with a Council policy manual should be scheduled for a later work session.
3.07-0231Afternoon work session to discuss the FY08 Manager's Recommended Budget.
ACTION: Presented by Jesse T. Wallace, Jr., City Manager, and Chris Snead, Budget Director.
New Business
  Mayor Kearney asked that a discussion of a referendum on the transportation bill be scheduled for the afternoon work session of the next regular Council meeting.

Vice Mayor Gilliland relayed information received from Art Collins of the Hampton Roads Planning District Commission with respect to the Transportation Authority and the question of ratings with bond agencies. He spoke about the potential credit impact on the localities in that two of the three rating agencies would treat the transportation authority as overlapping debt. It would also impact the debt capacity of the localities.

Councilwoman Leary thanked Eula Robbins for her letter with respect to things needed at Kecoughtan High School.
