Call to Order
  Councilwoman Leary was not present at the time of roll call but arrived just after.
1.11-0052Briefing on the Status of Ft. Monroe
ACTION: Presented by Mary Bunting, City Manager.
2.11-0060Briefing on City's Role in Application Process for Virginia Housing Development Authority Financing.
ACTION: Presented by Mary Bunting, City Manager, and Keith Cannady, Planning Services Manager. Prior to the presentation, Mayor Ward read a declaration and did not participate in the portion of the discussion regarding Harbor Square.
3.11-0058Budget Worksession
ACTION: Presented by Gloria Washington, Budget Director.
4.11-0044Request for Use of City Seal
ACTION: Presented by Councilwoman Angela Lee Leary. She shared disclaimer language used by the City of Moscow, Idaho. The Mayor suggested that perhaps Councilwoman Leary work with another member of Council, to make a recommendation on the use of the City Seal and also stationery. It was generally decided that Vice Mayor Wallace will work with Councilwoman Leary on this.
Regional Issues
  Vice Mayor Wallace indicated that he and Councilman Moffett are working as Council's representatives to the HRT Board and they will stay on top of the budgetary aspects to share information as Hampton goes through its budget process.

Councilwoman Leary raised a couple of questions with respect to recent actions or positions of the HRPDC.
New Business
  Councilwoman Leary indicated that she would be going to the National League of Cities session on April 13, 2011. She will go back to Washington, DC on April 16, 2011, to visit Senator Webb and possibly others. She invited others to share anything they wish her to carry on that date.

She reminded everyone that the Hunt for Hampton History will take place on March 17, 2011. She is also hosting a meeting for the public on March 24, 2011, at the Phoebus Auction House concerning development at Ft. Monroe. Senator Miller may attend.
Closed Meeting
11-0061Motion to hold a closed session discussion pursuant to Virginia Code Section 2.2-3711.A.1 to discuss a personnel matter involving the Thomas Nelson Community College board.
ACTION: Approved - the motion failed.
