Call to Order
  When the meeting was called to order, the following members were present: Councilman Gilliland, Councilman Kearney, Councilwoman Leary, and Mayor Ward.

At 1:06 p.m., Councilwoman Leary indicated that she had to leave for a medical appointment. As she was leaving, Councilman Wallace came into the room and another roll call was taken.

At 1:09 p.m., Councilman Washington arrived. Vice Mayor Spencer is out of the country and that is the reason he was not present for the meeting.

ACTION: Presented by James A. "Pete" Peterson, Assistant City Manager. Additional presentations on property owned by the Industrial Development Authority, Hampton Redevelopment and Housing Authority, and the Hampton City Schools will be scheduled in the future.

Agenda Supplement
  In response to Council’s direction, the City Manager conducted a comprehensive review of the Police Division employment practices. An external consultant was hired to audit the practices and those findings were shared with Council today. As a result, the Manager has recommended, and Council has approved, certain changes in Police Department employment promotion and assignment procedures. Similar reviews are also planned for various other city departments.

Mayor Ward shared that she participated in a conference call today with Congressman Glenn Nye who plans to visit Hampton on February 18th to tour Fort Monroe and NASA/Langley.
