Call to Order
  Councilman Wallace was out of the room when the roll call was taken and returned shortly thereafter. Councilman Gilliland was not present due to his attendance at a retreat of the Metropolitan Planning Organization.

Regional Issues
New Business
  Councilman Kearney asked that the City Manager share when the information from today's closed session will be available to the public. Mayor Ward also asked that he explain why this matter is being handled in closed session. Jesse T. Wallace, Jr., the City Manager, explained that staff will provide Council an update on the responders to the Request for Proposal (RFP).

Cynthia Hudson, the City Attorney, explained that the exemption to consider this matter in closed session is because the City owns the property and it would regard the sale of such property.

Vice Mayor Spencer also discussed the competitive nature of the bidding process and how making this public at this point in time could harm the City's negotiating strategy.

Councilwoman Leary suggested that the three entities perhaps be invited to make public presentations on their proposals.

Councilman Washington said that this matter is not a bid but rather a response to a request for proposal.

09-0061to consult with legal counsel pertaining to actual or probable litigation, where such consultation in an open meeting would adversely affect the negotiating or litigating posture of the City and to consult with legal counsel employed or retained by the City regarding specific legal matters requiring the provision of legal advice by such counsel.
