Call to Order
  The meeting was called to order at 1:00 p.m. At roll call, Councilman Washington and Councilwoman Leary were not present. Councilwoman Leary arrived at 1:02 p.m. and Councilman Washington arrived at 1:08 p.m.
Agenda
1.09-0192Council Work Session on Fiscal Year 2010 Budget
ACTION: Presented by Jesse T. Wallace, Jr., City Manager. He specifically addressed suggested changes to his recommended budget with respect to the funding to the Hampton History Museum, Bay Days, the Hampton Roads Military and Federal Facilities Alliance (HRMFFA) and the NASA Aeronautics Support Team (NAST).

Budget Director Chris Snead also presented an overview of changes to the recommended budget and responded to questions by Council.

Mary Bunting, Assistant City Manager, gave an update on the Healthy Families Partnership.
Regional Issues
New Business
  Councilman Kearney asked that the Council consider getting another table in Council Chambers that better suits the needs of Council in terms of being more user-friendly. He also suggested consideration be given to rehabilitating Council Chambers.

City Attorney, Cynthia Hudson, shared with Council that today is the deadline for receiving Requests for Proposals for the recruiting process for a City Manager. She asked that Council either appoint a subcommittee or authorize the City Attorney and Human Resources Director to review and screen the submissions and bring that information back to Council. It was agreed that the City Attorney and Human Resources Director would perform the task.

09-0197Closed session as provided in Virginia Code Section 2.2-3711.A.3 to discuss or consider the acquisition and/or disposition of publicly held real property in the Buckroe and Kecoughtan Road areas, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the City.
