INVOCATION - Councilman Anderson W. Clary, Jr.
  The invocation was given by Councilman Clary.
PLEDGE OF ALLEGIANCE TO FLAG -
  The colors were presented by local Boy Scouts who participated in Scout Youth in Government Day today at City Hall. The representatives from Boy Scouts were D. J. Cormicle, D. J. Dixon, Gabriel Marquez, and Dale Mancil.
MAYOR'S COMMENTS
1.08-0119Acknowledgement of Congresswoman Thelma Drake’s Efforts on Behalf of the City of Hampton.
ACTION: Presented by Mayor Kearney who thanked Congresswoman Drake for her efforts on behalf of Hampton to include funding for in-dash cameras for police cars and also for funding to provide natural and other disaster mitigation. These efforts were significant to the City of Hampton. All of the members of Council made brief comments and a proclamation was presented by Councilman Sapp.
  Mayor Kearney called upon Eve Patterson, a Girl Scout who participated in Youth in Government Day today. Miss Patterson acted today in the role of Mayor.

The Mayor called upon Richard Turner, the Chairman of the Mayor's Committee on People with Disabilities. Mr. Turner explained a recent successful project which involved placing assistive vision equipment in each of the public libraries.

The Mayor made an announcement that a public forum on transportation will be held at the Hampton Roads Convention Center on April 2, 2008, at 6:30 p.m. This will provide citizens of the peninsula with an opportunity to give their views on potential solutions. A panel of members of the General Assembly representing peninsula localities will hear from citizens. Additionally members of the peninsula City Councils and Boards of Supervisors have also been invited to attend.
  The Mayor called upon Councilman Sapp who made an announcement that Hampton has been selected as one of 18 communities who remain in the running for location of Cyber Command. This list was narrowed from over 60 communities.

Mayor Kearney presented a Certificate of Achievement and Leadership Excellence from the National League of Cities to Councilwoman Leary.

Audiences Granted to the General Public
  H. O. Malone spoke on his vision for Ft. Monroe. He requested that the Council go on record requesting Councilwoman Drake and the entire Congressional delegation support a special resource study.

Bob Nuckles spoke on the idea of parking meters as a source of revenue for the City.

Frank J. Ottofaro spoke regarding the taking of his property at 11 Pine Chapel Road.
Miscellaneous New Business
  Councilwoman Leary indicated that she requested information on the HBIC at the last meeting and she hasn't yet received it. She relayed that, at a candidate's forum last night, an allegation was made that monies are hidden in the budget. Councilwoman Leary asked if the current City Manager is using the same budget format as the City Manager's predecessor used and asked that this response be made by next Monday if possible.

A brief discussion was held on possible funding to Hampton University in connection with a cancer treatment surgery.

Councilwoman Leary asked that Mr. Malone contact her on the special resource study. She also announced that the Southern Christian Leadership Conference will host a stepping show on Saturday, March 29th. She encouraged citizens to attend.
