  The invocation was given by Councilman Chris Stuart who mentioned the birth of Councilwoman Chris Snead's grandson.
PLEDGE OF ALLEGIANCE TO FLAG -
  Today was Scout Youth in Government Day in Hampton where Boy Scouts and Girl Scouts spent the day learning more about City government. Alex Ellis, a 7th grader from St. Andrews Episcopal School and a member of Boy Scout Troop 29, led the Pledge of Allegiance.

ACTION: Presented by Tamaria Green, City Planner.
ACTION: Held Public Hearing - Eddie Deerfield spoke in support of the proposed ordinance amendment.
ACTION: Approved - Council also asked staff to report back at a future date on where communication towers are currently allowed.

REPORTS BY CITY MANAGER, CITY COUNCIL, STAFF, COMMITTEES
  Mary Bunting, the City Manager, indicated that she would be releasing the Manager's Proposed Budget this weekend. The budget was previewed during the afternoon session and will be available in all public libraries. The public hearing on the proposed budget will be held on April 24, 2013, at 7 p.m.
Miscellaneous New Business
  Councilman Tuck stated for the record that the Economic Development Authority used incentive money to attract some businesses to Peninsula Town Center and he is concerned that others may not locate there without incentives.
