Call to Order
The Mayor called the meeting to order and indicated that Councilmember Rhet Tignor had notified him that he was unable to attend the meeting. All other members of Council were in attendance along with Jesse T. Wallace, Jr., City Manager; Cynthia Hudson, City Attorney; Assistant City Managers Mary Bunting and Pete Peterson; Finance Director Karl Daughtrey; Budget Director Chris Snead; Ed Novi, Communications Director; Senior Budget & Management Analyst Sheila Fletcher-Guy; Jackie Green, Financial Analyst; Deputy City Attorney Vanessa Valldejuli; Katherine K. Glass, Clerk of Council; and Brenda Vaccarelli, Deputy Clerk. Also in attendance were David Rose and Joe Mason of Davenport & Company, LLC; Bonnie France, Esq. of McGuire Woods, LLC; A. Paul Burton, Former City Attorney; and Kimball Payne, Daily Press reporter.
Budget Work Session concerning financial policies impacting capital improvement plans and specifically the FY 07 bond issuance plans and capital budget
Information on understanding how the rating agencies see the City of Hampton was presented by David Rose and Joe Mason of Davenport & Company,LLC. Bonnie France, Esq., the City's Bond Counsel from McGuire Woods, LLC, also provided information.
Following a short recess, the City's Finance Director, Karl Daughtrey gave his observations and comments. Assistant City Managers Mary Bunting and Pete Peterson provided Council with some alternatives and options for accomplishing goals.
The next budget work session is scheduled for March 15, 2006, at 2:30 p.m. in the Lawson Conference Room.

consult with legal counsel employed or retained by a public body regarding specific legal matters pertaining to proposed CDA debt relating to the Peninsula Town Center and requiring the provision of legal advice by such counsel.
discuss or consider the acquisition of real property for a public purpose in the Coliseum Central area where discussion in an open meeting could adversely effect the City's bargaining position or negotiating strategy.
