Call to Order
  Mayor Kearney called the special meeting of the Hampton City Council to order. The Clerk of Council called the roll with all members of the Hampton City Council being present. Chairman Lennie Routten called the special meeting of the School Board to order. The Clerk of the School Board called the roll with all members of the Hampton School Board being present.

1.06-0698Affordability Presentation by the City of Hampton
ACTION: Presented by Mary Bunting, Assistant City Manager.
2.06-0699City Manager's Recommendation for FY 2007-2011 General Capital Improvement Plan, Master Plan, and School Investments
ACTION: Presented by Jesse T. Wallace, Jr., City Manager. The Manager made four recommendations to Council:

1. that the Council support the Master Plans that are already approved in the Capital Improvement Plan and that would require a funding level over the next five years of $44,705,000;

2. that the Council support the construction of two schools that are already approved in the Master Plans (suggesting the Sentara site and the Northwest site) and also fund the associated maintenance with those schools which would require a funding level of $116M over the next five years;

3. that the Council support the remaining projects that are already in the existing Capital Improvements Plans that would require a funding level of $19,240,000 over the next five years; and

4. that the Council raise the real estate tax rate by 3 cents which would begin in fiscal year 08 to establish a school construction debt reserve to fund the debt service associated with the School Construction Plan.
