Call to Order
Mayor Ward opened the meeting by thanking the city employees for their dedication and highlighted the work of Jim Wilson, Director of Parks and Recreation. Today Sgt. Clarence Hunter, a Hampton resident, contacted the Council office about the flag in front of the Buckroe Pavilion which needed to be replaced. Within a matter of hours, the flag at Buckroe has been replaced and the old flag is in the City Manager's office for Sgt. Hunter to pick up as will be taking it with him on his next tour of duty.

Presented by Karl Daughtrey, Director of Finance and Sylvia Shanahan, Controller. Robert Bielat of Cherry, Bekaert & Holland, the city's independent auditors, also presented information.

Discussion of Resolution of the City of Hampton Wetlands Board Requesting City Council to Adopt a Coastal Primary Sand Dunes and Beaches Ordinance Pursuant to Virginia Code Section 28.2-1403
Presented by David Morris, Vice Chairman of the Wetlands Board. He briefly explained that this service is currently being provided by the Virginia Marine Resources Commission but the Wetlands Board believes it might be better for the City to take on this role.
Deferred Generally to be considered later in the context of the Waterways Management Plan that is being developed at this time by a citizen committee and at such time as the staff can come forward with data and a recommendation.

Councilwoman Leary recently returned from the National League of Cities Congress of Cities and Exposition in Denver, Colorado. She stated that there is a volume of information that will be forthcoming in an electronic format that she will share in a later meeting with the City Manager so the information can be shared. She gave a brief overview of the events and activities she participated in.
Councilman Kearney complimented the City Manager on her work with the citizens of Phillips Lake toward accomplishing the dredging project. Vice Mayor Wallace stated that all of this was done within the context of the rules as previously established.
Closed session as provided in Virginia Code Section 2.2-3711A.1 to discuss personnel matters involving the Police Division
