Call to Order
Mayor Ward called the meeting to order at 1:02 p.m. All members of Council were present.
Briefing on Safe and Clean Initiative
Presented by Mary Bunting, City Manager. Additional information was provided by Jimmy Gray, Assistant City Manager; Tommy Townsend, Chief of Police; and Lesa Yeatts, Senior Deputy City Attorney.
Waterways Management Monthly Report - Mitigation Program Update
Presented by Hui-Shan Walker, Emergency Management Coordinator.
Update Regarding Proposed Chicken-keeping Ordinance
Presented by Cynthia Hudson, City Attorney. Additional information was provided by Cpt. Susan Canny of the Hampton Police Division.
Councilman Stuart stated that the Peninsula Fine Arts Center has voted to combine with Christopher Newport University's Art department.
Councilman Stuart also reported that he was appointed by the Gov. McDonnell to the Chesapeake Bay Bridge Tunnel Commission and he will be asking for a study concerning a link to Hampton.

to consult with legal counsel regarding specific legal matters pertaining to council authority and decision-making regarding land use regulation, regarding the comprehensive plan, and regarding state procurement law application to city sponsorships
to discuss the award of a public contract involving the expenditure of public funds, including interviews of bidders or offerors, and discussion of the terms or scope of such contract, where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the city.
