14.08-0255Consideration of Allowing Use of Golf Carts on Public Streets in the Elizabeth Lake Community.
ACTION: Council received information from the City Manager indicating that this matter was not properly placed on the agenda in that there is no right of appeal to the City Council of the denial of the application. There were no individuals present to speak on this issue.
15.08-0350Annual Report of the Hampton Youth Commission – FY 2007-2008.
ACTION: Presented by Bradford Knight, Chairman of the Youth Commission. Information was also provided by Anna Hogge and Troy Elliot.

17.08-0410Public hearing to review Community Development Block Grant (CDBG) and HOME Program Performance and to obtain the views of citizens on housing and community development needs in the City of Hampton
ACTION: Presented by Angelique Lenoir, Senior Neighborhood Development Specialist. Vice Mayor Spencer thanked Ms. Lenoir and acknowledged the valuable contribution made by the Wythe Exchange Club in the construction of wheelchair ramps. He also wished Phil Everhart well as he has been ill.

Appointments

ACTION: Appointed Henry L. Mills as a business representative, Ann Bane as a school representative, Dianne Foster and John Veneziano as city representatives and Mariah Almond as a youth representative. Each will serve until September 30, 2010, with Mr. Mills fulfilling the unexpired portion of a term.
