  Councilman Wallace and Councilman Washington were not present at roll call but arrived within a few minutes.
1.09-0310Authorization to Submit the FY-2009-2010 Hampton Newport News Community Services Board Performance Contract to the State
ACTION: Presented by Chuck Hall, Director of the Hampton-Newport News Community Services Board, who was accompanied by Board Members Sallie Marchello, Leroy Branch, William "Bill" Baker and Anthony Soltys. Chuck Young, Finance Officer, was also present.
ACTION: Approved

2.09-0313Request by the Phoebus Lions Club for Permission to Use the City Seal for a Pin Commemorating the City of Hampton's 400th Anniversary.
ACTION: Presented by LTC Charles "Chuck" Handley, USA (Ret) who was accompanied by his wife, Kay Handley. Mr. Handley is a member of the Phoebus Lions Club which was formerly known as the Chesapeake Lions Club.
ACTION: Approved - the use of the City Seal on a commemorative pin.

New Business
  Councilwoman Leary made a request for information with respect to items from the Capital Improvement Plan and Budget.

Councilman Gilliland provided a copy of the Virginia Municipal League's Environmental Committee report. He also requested feedback on the Declaration of Interdependence and asked the City Manager to look into whether there is a need for Hampton to take a position on the public/private partnership involving the local port.
