Call to Order
  The Mayor deviated from the agenda to seek the guidance of Council and the City Manager on the transportation issue. Council voted unanimously to oppose the transportation authority but the Mayor wanted input from the other members of Council on the role Council should take in the future.
1.07-0359Resolution of the City Council of the City of Hampton, Virginia, Pursuant to Virginia Code Section 37.2-504.A.11 Authorizing the Hampton-Newport News Community Services Board to Incur Certain Borrowing Obligations.
This item was on the agenda to give Council the opportunity to ask questions. It is scheduled for a vote during the evening session.
2.07-0322Council Discussion Regarding the Proposed Relocation of the City of Hampton Office of the Registrar and Central Absentee Voter Precinct.
ACTION: Presented by Jesse T. Wallace, Jr. The Mayor expressed his concern about the location being outside of Downtown Hampton. Theresa Kyle, Voting Registrar for the City of Hampton, and James A. "Pete" Peterson, Assistant City Manager, also presented information.
3.07-0323Briefing on Regulations and Police Enforcement Governing Motor Scooter Use within City Limits.
ACTION: Presented by Chief of Police, Chuck Jordan.

ACTION: Presented by Mary Bunting, Assistant City Manager, and Terry O'Neill, Director of Planning.
5.07-0338Amendment to the City Channel (Cox Channel 47) Station Operating Policy to Provide Greater Flexibility for Programming.
ACTION: Presented by John Eagle, Assistant City Manager.
6.07-0346"Hampton, Where the Best Invest" Promotional Video and Marketing Materials.
ACTION: Presented by James T. Eason, Director of Economic Development. He thanked Kathy Grook and Will Bassett for their assistance and also Jim Miller of Metro Productions and Bob McCracken of Fulton Design.
New Business
  Councilwoman Leary spoke briefly about the Value Place hotel and gave the Manager some research which she has done on this type of issue.

Mayor Kearney spoke about the hotel property on Mercury Boulevard near the Air Power Park and the City' s efforts to secure the property to protect the environment.

Vice Mayor Gilliland asked for an update on White Marsh and asked for an update as to why Hampton didn't receive any of the recent BRAC funding.

Councilman Tignor asked for an update on the property inventory.

Councilman Spencer asked to revisit the traffic light sequence in Downtown Hampton.
