Call to Order
  Mayor Wallace called the meeting to order at 1:12 p.m. There was a delay in convening due to technical difficulties.
1.14-0204Briefing on Changes to Chapter 37 of the City Code Pertaining to Real Estate Tax Relief for Elderly and Disabled Persons.
ACTION: Presented by Ross Mugler, Commissioner of the Revenue.
2.14-0203FY15-19 Capital Budget
ACTION: Presented by Sunshine Torrey, Senior Budget and Management Analyst.
3.14-0202FY15 Budget Work Session
ACTION: Presented by Martha Mugler, School Board Chair. This presentation came just after the presentation of agenda item #1.

Following item #2, Terry P. O'Neill, Director of Community Development, gave an update on staff conversations with the Phoebus Partnership regarding CDBG and other funding.

Jim Wilson, Director of Parks and Recreation, presented information on the Teen Center transformation.

Mary Bunting, City Manager, provided additional information to Council on the Hampton-Newport News Community Services Board (CSB) funding and Chuck Hall, Executive Director of the CSB, responded to questions by Council.

Councilman Tuck asked several questions concerning the Manager's proposed budget.
Closed Meeting
14-0198Closed session pursuant to Virginia Code Section 2.2-3711.A.5 and .7 to have a discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business' or industry's interest in locating or expanding its facilities in the community and to consult with legal counsel regarding specific legal matters requiring the provision of legal advice by such counsel.
ACTION: Approved - Councilman Stuart left the meeting at 2:05 p.m. so was not present for closed session. Closed session began at 4:45 p.m.

4.14-0200Resolution Certifying Closed Session
ACTION: Adopted - Councilwoman Snead was present for closed session but left just prior to the certification vote.
