CALL TO ORDER/ROLL CALL
  Mayor Wallace called the meeting to order at 6:38 p.m. All members of the City Council were present at roll call which took place after the Mayor's Comments.

  Councilwoman Schmidt gave the invocation.
PLEDGE OF ALLEGIANCE TO FLAG -
MAYOR'S COMMENTS
  Mayor Wallace gave remarks concerning two recent homicides in Hampton and also an incident involving a fight at a local restaurant which was shared via social media. He encouraged citizens to assist in addressing these societal problems by contacting local government to form partnerships to address these issues. Councilman Moffett and Vice Mayor Curtis also gave remarks on the topic of violence in society.

Mayor Wallace also shared that the Governor today made an announcement that TE Connectivity is investing $9 million to create a new advanced manufacturing line in its Hampton facility. This will create 66 new jobs and Hampton successfully competed against China and Mexico for this project.

Miscellaneous New Business
Public Comment
  Linda Seely and Chris Reece spoke on the issue of feral cats and trapping.

Ron Girard spoke requesting one way parking at Sussex at Hampton.

Hugh Bassette signed up to speak on Langley Avenue but instead talked on violence problems in the Old Northampton neighborhood and other pockets of the city. He also asked when the Langley Avenue project will be done.

Frank Ottofaro, Jr. spoke on the Frank Ottofaro case.

Vera Moore spoke on re-entry services offered by True Beginnings..

Councilman Moffett spoke about possibly consolidating animal control services with Newport News. He also spoke about possible solutions to the parking issue in Sussex. He also addressed the comments made by Mr. Bassette and Mr. Ottofaro. He thanked True Beginnings (Vera Moore) for service to the community.

The City Manager identified staff members who were present and able to assist the citizens who spoke during the public comment period. Steve Bond, Assistant City Manager, provided additional information concerning the feral cat issue.

Councilwoman Snead also asked that Mayor Wallace speak with Mayor Price about consolidating animal control services and, if that doesn't work, investigating civilianizing animal control services in Hampton instead of having it fall under the Hampton Police Division. Councilman Hobbs indicated his agreement with Councilwoman Snead.

Mayor Wallace addressed Ms. Moore about a recent visit from the Governor in connection with the anniversary of the Voting Rights Act and the possibility of some state resources.

Vice Mayor Curtis mentioned a program called Camp Prospect. She recently attended the graduation of the program which was developed by the Hampton Fire Division for at risk young men. She shared her experience and how moving the graduation ceremony was and the impact it made on one particular young man. She expressed her pride in Hampton's Fire Division for making a huge change in those young men's lives.
