Call to Order
Agenda
1.06-0317Ordinance to amend and re-enact Chapter 21, Article II and to repeal Section 21-47.
Molly Ward, Treasurer, and Ross Mugler, Commissioner of the Revenue, briefed Council on the reasons for the changes to the ordinance. This matter is scheduled for first reading at the evening meeting.
2.06-0310Gang Awareness Presentation by the Hampton Police Division
ACTION: Presented by Sgt. Thurston on behalf of Chief Jordan, and by Officer Corey Sales and Officer Sammy Jones.
3.06-0311Update on the Crime & Grime Initiative for the period covering October 1, 2005 - March 30, 2006
ACTION: Presented by Mary Bunting, Assistant City Manager, and Steve Shapiro, Director of Codes Compliance.
4.06-0314BRAC Commission Recommendation for BRAC Implementation Oversight Committee
ACTION: Presented by Brian DeProfio, Assistant to the City Manager.
ACTION: Moved to not support this recommendation and to have staff compose a letter expressing the Council's opinion.

5.06-0324Buckroe Planning Process
ACTION: Council Councilwoman Leary and Councilman Gilliland explained their concerns with the makeup of the Buckroe Planning Steering Committee.
6.06-0331Status of Police Justice Department investigation.
ACTION: Presented by Cynthia Hudson, City Attorney. She reported that the department is closing its investigation without further action.
New Business
  The City Manager, Jesse T. Wallace, Jr., reported that there is no reason to suspect any problem with the structural integrity of the Harbor Center so he does not plan to ask Armada Hoffler to allow testing unless Council directs otherwise.
  ACTION: Moved to have the City Manager contact Armada Hoffler to request structural engineering testing concerning the Harbor Center.

  The City Manager also spoke concerning the problems with the Salt Ponds inlet. Dredging is expected to begin soon. Ted Henifin, Director of Public Works, reported that the permits came in April, the bids were issued in April and they were opened on May 12. The low bid was beyond budget but adjustments have been made and a notice to proceed should take place very soon.
  The Mayor briefly spoke about the possibility of opening more of our waterways. The City Manager is investigating the feasibility of purchasing a small dredge which might assist in this process and could possibly be funded by way of a boat tax.
  The City Manager indicated that he will place on the June 14th City Council meeting an agenda item concerning the removal of no parking signs on North First Street. He will be sending letters to those on North First Street impacted by this so that there may be a public discussion.
  The City Manager provided information regarding property the IDA has sold in Copeland Industrial Park which will be used for a mixed-use development. The item was for information only.
  Councilwoman Leary offered to serve on a dredging committee. She also mentioned items to be included on the June 14th agenda: Rivermont School, a geriatric complex being requested by the Community Services Board and the creation of a policy manual.

The Mayor indicated that he would send some information on existing businesses in the Friday packet. The Mayor encouraged the members of Council to review the information he recently provided with respect to past visioning sessions of Council. It is his desire to have a session where Council could develop a two year plan, specifically with respect to education, and also on properties owned by the City.

Councilman Tignor indicated he'd like staff to develop a plan with some intentionality with respect to tracking the buying and selling of land. Councilman Sapp concurred. Councilwoman Leary indicated she'd like to see the costs associated with development listed with the properties.

Vice Mayor Joseph Spencer reminded everyone that tomorrow is Business Appreciation Day in the City of Hampton.

Councilman Gilliland would like to set aside time to talk about policy decisions regarding how economic development plans and master plans are handled.
