Call to Order
  Mayor Ward called the meeting to order. Mayor Ward introduced Shannon Kendrick, District Director for Congressman Scott Rigell who offered her assistance to Council.
Agenda
1.11-0222Briefing/Discussion on Unsolicited Proposals
ACTION: Deferred (8/10/2011) - There was a brief discussion to clarify the nature of unsolicited proposals and the City's procedures and practices with respect to same. The City Manager suggested a deferral of this matter and that it be handled as a closed session item. Councilman Kearney shared that a town hall meeting for the residents of Phoebus is scheduled for August 4th in the meeting room of the Phoebus Fire Station.

2.11-0214Briefing on the Status of Ft. Monroe
ACTION: Presented by the City Manager, Mary Bunting. Ms. Bunting shared information on the recent visit by Ken Salazar, United States Secretary of the Interior, and Jonathan Jarvis, Director of the National Park Service. She invited the public to attend public meetings scheduled on July 19, 2011, at the Hampton Roads Convention Center at either 2 p.m. or 6:30 p.m. She also indicated that interested individuals may comment at the National Park Service website: www.parkplanning.nps.gov/fortmonroe.
3.11-0230Briefing on Resolution Adopting Fund Balance Policy for Financial Statement Reporting
ACTION: Presented by the City Manager and Karl Daughtrey, Director of Finance. The item is on the evening agenda for Council action.
4.11-0212Briefing on Ordinance Amendment to amend and re-enact chapter 35 of the City Code of the City of Hampton, Virginia entitled “Subdivisions” and to establish or increase fees for review and administration of subdivision ordinance as authorized by Va. Code § 15.2-2241.A.9.
ACTION: Presented by Terry P. O'Neill, Director of the Community Development Department. Information was also provided by Vanessa Valldejuli, Senior Deputy City Attorney, and Thomas Jordan, Senior City Planner. The actual amendment is scheduled for Council action at the August meeting.
5.11-0223Discussion Regarding Circuit Courthouse Security Concerns
ACTION: Council discussed a deferral of this item since it was placed upon the agenda at the request of Councilwoman Leary who was not able to attend the meeting.
ACTION: Deferred (8/10/2011) - the motion failed due to the tie vote.

6.11-0215Request by Hampton's Military Affairs Committee for Permission to Use the City Seal on a Commemorative Coin and for Allocation of Funding for Three Coins
ACTION: Presented by Mary Bunting, the City Manager, who expressed that she and John Gately, the Chairman of the Military Affairs Committee (MAC), have reached an agreement with respect to the number of coins. Mr. Gately briefly spoke and agreed that he and the City Manager have worked this issue out. He introduced Chuck Valiant, the Secretary of the MAC, and expressed that Peggy Mertz, a committee member, was present but had to leave due to another engagement. He expressed their honor to serve the City Council and the City of Hampton. He expressed appreciation to Sallie Grant-DiVenuti, Executive Director of the Hampton Convention and Visitor Bureau, and Corey Peterson from her staff for their assistance.
ACTION: Moved to allow the use of the City Seal on a MAC coin.

Regional Issues
  Councilman Kearney shared some information he received on the HRBT and the City Manager indicated that she would get with him in order to share this information with all members of Council.
New Business
  Councilman Tuck stated that he would like to discuss the economic impact of the closure of Ft. Monroe upon the Phoebus community when there is a discussion of the Phoebus master plan takes place.

The City Attorney also introduced the newest member of her staff, Karen James. She also introduced Chaney Mitchell who is interning in the City Attorney's office for the summer.

11-0234Closed session as provided in Virginia Code Section 2.2-3711A.3 to discuss the acquisition of real property in the downtown area where discussion in open session would adversely affect the bargaining position and negotiating strategy of the city.
ACTION: Approved - The City Attorney explained that this matter involves the Harbor Square Apartments and, while the Mayor does not have a conflict of interest on this matter, she has chosen to not participate in any discussion concerning this matter. Mayor Ward passed the gavel to Vice Mayor Wallace who presided over the remainder of the meeting.
