Call to Order / Roll Call
  Just before the roll was called, Mayor Ward recognized members of Troops 1418 and 1031 who visited the Hampton City Council at 5 p.m. and received a proclamation for Girl Scout Week from March10 - 16, 2013. Caitlin Smith, Public Relations Manager for the Girl Scout Council of the Colonial Coast, shared information on the Girl Scout program. The Girl Scouts present were: Loren Hepp, Emily Duncan, Katie Duncan, Destiny Randall, Sarenity Randall, Sarah Kate Barton, Kyaja Mays and Kiara Mays. The young ladies shared Girl Scout cookies with the members of City Council.

The roll was called at 5:34 and all members of City Council were present.

Mayor Ward recognized former Councilwoman Angela Leary who was present at the meeting.

  Mayor Ward stated that, in the spirit of making the public comment session more functional and accessible to all citizens, the public comment period would be taped but not televised. She indicated that the plan is to try this format to improve citizen participation and the nature of the public comment period.
  Brian Marchese introduced Dianne Foster Peterson, current President of Hampton's Sister Cities. Ms. Peterson highlighted some of the activities of Hampton's Sister Cities and introduced Joe Biava, the Vice President; Geoff Tennille, Secretary; Dr. Marty Tennille, Southampton, England Coordinating Chair; Brittany Foster, Vendome, France Coordinating Chair; and Dr. Sean Chu, Anyang, South Korea Coordinating Chair.

The City Council also recognized Joshua Williams, the United States winner of the Sister Cities International Artis Showcase and the local Sister Cities of Hampton Young Artist competition.

A brief recess was taken to allow photographs to be taken and Mayor Ward indicated the meeting would reconvene at 5:52 p.m.
