When the roll was called at 2:05 p.m. all members of City Council were present.
Update on Hampton's Safe and Clean Initiative
Presented by Terry Sult, Chief of Police. As a part of his presentation, Chief Sult showed two recent videos produced by the Hampton Police Division, one of which is receiving international attention.
Briefing regarding Ordinance To Amend And Reenact Chapter 16.1 Of The Code Of The City Of Hampton Entitled "Hotels And Similiar Establishments" To Clarify Definitions And Expand Exceptions To Sec. 16.1-13.

Virginia State Budget Update
Presented by Brian DeProfio, Special Projects Manager.
Update on Contraband Camp Archeological Dig
Presented by Luci Talbot Cochran, Executive Director of the Hampton History Museum, and Matthew R. Laird and Nicholas M. Luccketti, the principals of the James River Institute for Archeology.
Vanessa Valldejuli, the City Attorney, introduced the members of the City's legal services team and also welcomed some Hampton University pre-law students who are visiting and shadowing the City's attorneys.
Closed session pursuant to Virginia Code Sections 2.2-3711.A.1 and .7 to consider appointments as listed on the published agenda and for consultation with legal counsel and briefings by staff members or consultants pertaining to actual or probable litigation, where such consultation or briefing in open meeting would adversely affect the negotiating or litigating posture of the public body, and consultation with legal counsel regarding specific legal matters pertaining to land use, code enforcement, and a contract matter requiring the provision of legal advice by such counsel.

Resolution Certifying Closed Session
Adopted - The closed session was recessed at 4:55 p.m. so that Council could convene the 5 p.m. special session. Following the 6 p.m. public comment period, the closed session was reconvened but time did not permit a conclusion of the discussion of the Council appointments (14-0246). Councilwoman Schmidt and Councilwoman Snead were out at the time of the certification vote.
